(The following is an excerpt from a speech given at the Global Summit of Women 2001
in Hong Kong on September 15, 2001)

Intellectual property rights are territorial. Thus, it is advisable to draw up a priority list. The first level of highest priority should cover the countries in which the company is engaged in manufacturing, selling or marketing its products or services. The second level should cover countries in which the company plans to expand business and as the third level, countries in which the law protecting and enforcing intellectual property may not be that satisfactory thus rendering registration all the more important, e.g. Indonesia, Vietnam. Having drawn up such lists, the company would know more readily the countries in which they should register in order of priority and thus budget their resources accordingly.
